1.What information is provided on the City of St. Albert website to assist citizens in properly reporting when they have had an experience with a dog they deem to be dangerous - ie they’ve been chased or bitten. 

2.What is the process and requirements for identifying a dog as a “dangerous dog”? 

3.What restrictions are imposed on the owners of a “dangerous dog” to ensure that their dog is handled appropriately to ensure the safety of other dogs and humans that come into contact with the “dangerous dog”? 

4.Is there a register of dogs deemed to be “dangerous” in St. Albert?  Is this register published and available for public review?  Are the owners and addresses of “dangerous dogs” identified publicly? Are there municipalities in Alberta or elsewhere in Canada where such registries are established?  If not, are there legal impediments to the creation of such a registry? 

5.Are fines issued by St. Albert bylaw to owners of dogs who bite humans? What investigative evidence is required before a citation is issued? 

6.Please define the criteria used by bylaw enforcement officers to determine “provoked” under the Animal Bylaw section 15 (2). 

7.Is there a general “rule of thumb” the courts use to define the number of times a “dangerous dog” injures other dogs or humans has before significant action is taken against the dog and its owners? (1 bite, 2 bites - 100 bites??)
